This is the Tennessee National Guard Governor's Meritorious Unit Citation Ribbon (SOTGMUC). Awarded for "exceptionally meritorious conduct in performance of unusually difficult service while on State Active Duty". Subsequent awards include bronze and silver star devices, and are not to be placed over the three white stars in the center.
