Criteria:

The Surgeon General's Exemplary Service Medal (SGESM) is an award of the United States Public Health Service Commissioned Corps. The 4th highest in precedence, it is considered equal to a Legion of Merit award in the military branches of the uniformed services. Considered a civilian award it is approved for wear on all military uniforms.
