Criteria:

The Public Health Service Outstanding Unit Citation is an award of the Department of Health and Human Services that is presented to officers of the PHS. Awarded for merit, it is presented to units that exhibit superior service toward achieving the goals of the PHS. While this is considered a civilian award it is authorized for wear on all military uniforms.
