Criteria: Awarded to members of the Oregon National Guard and Air National Guard for outstanding individual performance in support of the state of Oregon, above and beyond their normal scope of duties. A gold star is worn on the ribbon when awarded for bravery. For achievements in human relations, a silver star is worn.
