Criteria: Worn by Navy Counselors (NC) with ranks from Petty Officer 3rd Class (E-4) to Petty Officer 1st Class (E-6). Navy Counselors are typically responsible for offering vocational guidance to Navy personnel. They can be aboard ships or stationed at land based naval installations and can give their advice to groups or individuals. Typically they assess the interests aptitudes and abilities of the individual and help guide them in reaching their full potential through their naval career.
