The Army Outstanding Civilian Service Award Medal (OCSM) is awarded to private citizens including civilians not employed by the Army or Army contractors. It is the third highest award that the Department of the Army can bestow upon a civilian. The criteria for the award outline that the Secretary of the Army or another major commander may bestow this award for outstanding service that makes a substantial contribution or is significant to the command concerned.
